Executive order invites labs to let the government test models before release

"Promoting Advanced Artificial Intelligence Innovation and Security" sets up a voluntary review: developers can give agencies access to covered frontier models up to 30 days before release.

The threshold for a “covered frontier model” is set by the NSA, with other agencies, and is not public. The reviews focus on cybersecurity and build on the voluntary testing agreements NIST’s Center for AI Standards and Innovation already had with major developers. Sam Altman later said GPT-6 Astra went through a formal federal review before its September launch.
