The way in

Five steps.

  1. Find your layer

Chips, power, data centers, data, models, security or applications. Washington sorts the SI stack into layers; know which one you sell into.

  2. Check the rules first

Investment review, chip export licenses and state law decide what is possible before price does.

  3. Pick a place

SelectUSA introduces foreign companies to the economic-development teams of all 50 states, for free.

  4. Plug into a project

The build-out runs through a few large efforts that need suppliers, partners and capital.

  5. Be in the room

Deals still start in person. These are the conferences and deadlines that matter in the months ahead.

Country by country

Who is already in.

Governments and sovereign funds that have put money or a formal deal into the U.S. build-out, and where each stands today.

  1. Japan

    $550B

U.S. investment pledge under the 2025 trade deal

Two rounds announced, third in preparation Sample

The first two rounds went to the power that AI data centers need: about $36 billion for gas generation and ports (February 2026), then about $73 billion for a nuclear project in Tennessee and Alabama and gas plants in Pennsylvania and Texas. Tokyo says AI and chips widen the scope from the third round. Japan also signed a Technology Prosperity Deal with Washington in October 2025.

  2. South Korea

    $350B

pledge, $150B for shipbuilding and $200B for strategic investment

First project selected, awaiting approval Sample

In September 2026 Seoul picked its first project: a 6.3-gigawatt gas-fired plant in Texas, worth about $22.3 billion, built to power AI data centers and chip fabs. It still needs U.S. approval. Cash outlays are capped at $20 billion a year. Separately, Samsung's chip fab in Taylor, Texas is due to start operating in 2026, with a second fab to break ground by year-end.

  3. United Arab Emirates

    $40B

MGX-led purchase of Aligned Data Centers, closed July 2026

Closed deals, more capital deploying Sample

Abu Dhabi's MGX, with BlackRock's GIP and the AI Infrastructure Partnership, bought Aligned, a data-center operator with about 50 sites mostly in the U.S., and added $5 billion to expand it. MGX was also a founding investor in Stargate, and its new $49 billion fund puts about 70% of its capital toward North America. In July 2026 the U.S. eased chip-export rules for approved UAE entities.

  4. Taiwan

    $165B

TSMC's committed investment in Arizona chip fabs

    Producing, expanding Sample

TSMC's first Arizona fab has made 4-nanometer chips in volume since late 2024. The second, for 3-nanometer, is built and expected in volume in the second half of 2027. The plan covers six fabs, two advanced-packaging plants and an R&D center. Taiwan joined the 2026 Pax Silica summit as a non-signatory.

  5. Qatar

    $500B

Qatar Investment Authority plan for the U.S. over ten years

    Fund-wide pledge Sample

Announced during President Trump's Gulf visit in May 2025. It covers the whole fund, not only AI, and QIA says it will be selective on AI deals. Qatar signed the Pax Silica supply-chain declaration.

  6. Saudi Arabia

    600K

Nvidia GPUs HUMAIN plans to deploy across Saudi Arabia and the U.S.

    Early U.S. deployments Sample

HUMAIN, the kingdom's state-backed AI company, is building mostly at home but has a U.S. track: a deployment in New York with Global AI, chip deals that name U.S. sites, and a search for a U.S. equity partner for its data-center business.

  7. United Kingdom

    £31B

U.S. tech pledges to the UK under the Tech Prosperity Deal

    Signed, in delivery Sample

The model for Washington's tech pacts with allies. Signed in September 2025, it runs the other way: Microsoft, Google, Nvidia, OpenAI and CoreWeave committed to UK AI infrastructure, in a deal that also covers nuclear power and quantum. Japan and South Korea signed their own versions in October 2025.
